In November 2011, a five-man delegation from Kenya, headed by Mr. Richard Ndubai, Head of the Performance Contracting in the Office of the Kenyan Prime Minister, were in Sierra Leone on a two-weeks sojourn, to share their experience on Performance Management and Performance Contracting through wide raging discussions and consultations. The objective of the mission was to conduct sensitization sessions for senior government officials on the system of performance management and performance contract in Kenya, its component tool and instrument; conduct training for Result-Based Management tool kit, including setting performance standards and performance targets; monitoring and reporting as well as performance evaluation; review and help refine the existing tools, especially for Performance Tracking Tables; new performance appraisal form as well as the guidelines for performance contract. They will also examine and provide feedback on the institutional framework and support system for performance management and performance contracting, including providing technical support to the Human Resource Management Office (HRMO) in setting up the Performance Management Unit, including its Terms of reference, staffing and programme of work.
