PSRU meets with the National Lands Commission on the conduct of a Management and Functional Review

The Public Sector Reform Unit, PSRU, met with the National Land Commission, NLC on the conduct of a Management and Functional Review, MFR to address issues of functional overlap, role clarity, and aligning the organisation’s structure with its mandate consistent with the Medium Term National Development Plan.

Welcoming the PSRU Review Team, the Finance Manager NLC, Mr Bartholomew Kamara, recognised the importance PSRU in restructuring MDAs to ensure that they function effectively in meeting their mandates and objectives.

The Commissioner Cooperate Communication and Advocacy, Ehila Noah, spoke of the importance of the MFR and expressed the hope that the recommendations will help to strengthen the Commission to deliver on its mandate.

In his presentation, the Chief of Programmes, Mr Albert Williams, reiterated the significance of the review process, asserting that the exercise seeks to identify and address all issues relating to the functions, mandates, and identification of gaps within the NLC and to proffer tangible recommendations to ensure that the commission perform to its optimum.

Mr Williams explained that the review exercise will include desk reviews, structured and semi structured interviews, focus group discussions, administering of questionnaires and stakeholder’s engagement.
He revealed that the MFR for the NLC will concentrate on Human Resource Management which includes staff training, rationalisation, and capacity needs assessment. It will also cover the organisational structure of the NLC, its Statutory Framework, Management and Functions, Communication Strategies, IT Infrastructure, Sectorial Coordination and Collaboration, Assets and Equipment Management, as well as the Supervisory Framework of the Ministry and its Agencies.

In her closing remarks the Deputy Minister of MLHCP, Pylis Komoh, emphasised the importance of the review process and assured the review team of the Ministry’s full committed towards the review process.
