Secretary to President presides over first TWG Session for the review of MFRs

The Secretary to President, Dr. Emmanuel Gaima, has presided over the first session of the Technical Working Group, TWG, as Chairman of the Steering Committee on Public Sector Reform, to scrutinize the Management and Functional Review report of five institutions that was conducted by the Review Team of the Public Sector Reform Unit.

Dr Gaima expressed his delight to participate in the technical session, , referring to the TWG as the technical delivery hub of the reform process. “If we want to get the reform and the desired changes right, then those in the TWG should be given the opportunity to critically peruse the report before it is sent to the Steering Committee for approval”, he stressed.

He advised that when conducting Management and Functional Reviews the institution must be looked at from the point of agility and competitiveness noting that if the MFR merely focuses on the management aspect and forget the functionality of the institution there would be a ms-match. As Chairman of the Steering Committee I am desirous to ensure that the nexus that has been lost is not only brought back, but that agility and functionality should be the overarching principle when conducting MFRs moving forward, he stressed.

He encouraged the Members to critically peruse the five MFR reports fairly and dispassionately sating that whatever in your opinion you think will help the process to work seamlessly without any glitches don’t be afraid to state it, you have my full support, he assured.

The Director of the Public Sector Reform Unit, PSRU, stated that it is at the TWG that the MFRs are being reviewed, comments and feedback are expressed before they are conveyed to the steering committee for approval and implored on members to ensure that they get it right. If we miss it at this point, then we have not done justice to the process he stated.

Mr. Sulaiman Phoray-Musa, presented the findings and recommendations of the Sierra Leone Investment and Export Promotion Agency, SLIEPA, Sierra Leone Local Content Agency, SLLCA, Public, Private Partnership Unit and the National Business Registration Unit that were collapsed into the National Investment Board, NIB.

The findings and recommendations of the Sierra Leone Correctional Service, SLCS, Sierra Leone Civil Aviation Authority, SLCAA, the National Protected Area Authority, NPAA and the Independent Commission for Peace and National Cohesion, were also presented to the committee member for comments and perusal.
