Natalie Manuilova, Senior Economist IMF says the purpose of the meeting is to identify corruption gaps within the public sector and at the same time discuss the mandate, functions and core values of PSRU.
She stated that this is a fact finding mission that will culminate into a report which will aid government to operate in an untainted environment.
The Head of Programs, Mr Albert Willaims stated that the mandate of PSRU is to “provide leadership, co-ordination and strategic guidance in the design, development, and implementation and monitoring of all Public Sector Reform Programmes”. He compared the conduct of MFR to MRI scanning, explaining that PSRU diagnose the short coming of institutions and proffer salient recommendations to fix those problems.
Mr Williams hastened to mention that MFR have become prominent over the years and revamping of the public sector is captured in cluster 5 of the MTNDP. He informed the team from IMF of the eight concluded MFRs in the past year which is geared towards enhancing and promoting good governance.
Mr Sulaiman Phoray Musa, Director PRU told IMF that our mandate cuts across MDA, looking at their structures, policies, ensuring that institutions a have a clear mandate, vision, mission, responsibilities and that they are contributing towards the MTNDP.
He cited the various activities undertaken by PSRU key among are the merging of four different institutions into one which has not only enhance their efficiency but also made significant impact in cutting down the wage bill of the government. The development of implementation framework which will ensure that recommendations that are been proffered in the MFR and adhere to. The development of the strategic road map for the Ministry of Public Administration and Political Affairs which serves as guide on the functions and the activities undertaken by the ministry. He also mentioned the development of the Public Service Policy which will define and identify roles of MDAs, enhancing performance management and digitalization. He says that there are plans to undertake sector review this he says will further improve dichotomy as to what institutions are supposed to do and also encourage sectorial collaboration.
Mr Musa thanked the team from IMF statin that the meeting is useful and interesting, informing them that the institution is ready to serve and give any further information they my require.
