Director of PSRU addresses CEPA 24th Summit at the UN Headquarters in New York

UN Headquarters New York, 9th April, 2025: In his address on attracting and retaining talents in the Public Sector in Sierra Leone, the Director of the Public Sector Reform Unit, (PSRU), Mr. Sulaiman Phoray-Musa noted that the daunting task requires multi-faceted approach.

To address these daunting challenges the Director explained that the Government of Sierra Leone has established institutions and formulated numerous strategies to attract and retain talents in the public sector for efficient and effective service delivery. The Ministry of Public Administration and Political Affairs was created to provide oversight over the public sector, he noted.

On the area of competitive compensation and benefits, he stated that the Government of Sierra Leone has established the Wages and Compensation Commission (WCC) to offer fair and competitive salaries to attract top talents in the country.

Speaking on professional growth and development, he informed the UN Body that the government has also provided benefits packages to university students through the creation of a student loan scheme to help deserving students acquire education. “ We will continue to invest in training and development programs to enhance digital and technology skills by offering opportunities for continuous learning and career advancement” he stressed.

“Government is working on modalities to promote a healthy work-life balance by offering flexible schedules, telecommuting options, and family-friendly policies”, he stressed.

Through the Public Service Commission (PSC) and the Human Resource Management Office (HRMO), respectively, the Director asserted that the government will continue to implement merit-based promotions and bonuses to motivate and retain high-performing staff. Accordingly, government is working assiduously to develop employee recognition programs, such as Public Service Award Ceremony by awarding deserving public servants as a motivation to serving public servants, he noted.

In order to address the brain drain within the public service he revealed that a reform road map has been developed with support from development partners to adapt innovative recruitment approaches in the public service.

“We will strengthen the PSC to utilize digital platforms for recruitment processes involving advertisement of vacant positions, on-line applications and interviews. We will also support the HR management workforce with technology to enhance employee engagement and retention”, he concluded.
