PSRU Commences Validation of IMFR Reports for Electoral Management Bodies

The Public Sector Reform Unit (PSRU) has officially commenced a four-day validation exercise for the Independent Management and Functional Review (IMFR) reports of key Electoral Management Bodies (EMBs). The exercise, which began on Tuesday, 17th June 2025, is part of a broader reform effort to improve institutional performance and accountability in line with national development priorities.

The validation process provides an opportunity for each EMB to critically assess the findings and recommendations of the IMFR and contribute to finalizing the reports. This participatory approach is aimed at strengthening institutional ownership and ensuring the relevance of the reforms proposed.

The IMFR process is a key deliverable under Recommendations 21, 32, 75, 76, and 77 of the Tripartite Agreement signed between the Government of Sierra Leone and the opposition All People’s Congress (APC) Party.

Participating institutions include the Independent Police Complaints Board (IPCB), the Political Parties Registration Commission (PPRC), the Independent Media Commission (IMC), and the Sierra Leone Broadcasting Corporation (SLBC).

Delivering the opening address, PSRU Director Mr. Sulaiman Phoray-Musa applauded the IPCB for initiating a review even before the Tripartite Agreement recommendations were issued. He noted that such foresight reflects visionary leadership and a commitment to institutional excellence.

“The PSRU remains committed to ensuring that public institutions are strategically aligned with the Medium-Term National Development Plan (MTNDP),” said Mr. Phoray-Musa. “By aligning mandates and functions to national priorities, institutions can better measure their contributions to development outcomes.”

Mr. Phoray-Musa encouraged the leadership of the IPCB and other EMBs to contribute meaningfully to the validation exercise to enhance the quality and impact of the final reports.

Speaking on behalf of IPCB, Executive Secretary Mr. Rashid Kabba reaffirmed the institution’s commitment to the process. He acknowledged PSRU’s expertise and expressed optimism that the IMFR would yield meaningful recommendations that will strengthen the operational capacity and impact of the IPCB.

The validation exercise continues through Friday, 20th June 2025.
