The induction of newly recruited staff of the Public Sector Reform Unit, PSRU, was concluded on Thursday 5th September, 2024. With presentations from Heads of the respective five Units about their functions, the activities and programmes and their achievements.
In his presentation, the head of Policy Research Monitoring and Evaluation Unit Mr. Lamin Tarawalie, highlighted the key functions, roles and responsibilities of the unit, among which is conducting of high quality policy research for MDAs, monitoring of programmes and policies by ensuring that they are effective. He explained further that they are responsible in engaging stake holders by mapping out obsolete policies and develop and implement new policies.
Among the achievements of the unit, Mr. Tarawallie noted the development of a policy brief that aims to rationalise the wage bill through Management and Functional Reviews. The policy brief he stated will be completed before the end of 2024.
In his submission, the head of Communications Unit Mr. Siaka Wusha-Conteh stated that the unit ensures the various reform initiatives and policies are understood, accepted and supported by both internal and external stakeholders.
According to Mr. Wusha-Conteh, the communications unit has the responsibility of promoting public awareness, crises communications management, public relation management, content creation and management amongst others.
In performing these functions, Mr. Wusha-Conteh explained, the communication unit has been able to increase visibility of the PSRU by providing media coverage on the organisation’s activities and programmes, publication of its activities on print, electronic as well as social media. It has also been able to organise a country wide symposium in eleven universities across the country and has published the Reform Spotlight to show case PSRU activities. These activities have led to an increase in request for MRFs from various MDAs and government institutions, he concluded.
The head of Institutional Reforms, Mr. Idrissa Koroma explained that his unit is responsible to implement the core functions of the organisation, which is; development of reform initiatives by identifying areas for improvement and driving changes that enhance efficiency, transparency and accountability in public service delivery.
He went further to say that the unit has successfully completed the restructuring of various MDAs including the Chief Minister’s Office, Ministry of Information and Civic Education (MOICE), Ministry of Communication, Technology and Innovation (MOCTI), Independent Commission for Peace and National Cohesion (ICPNC) among others.
Ms. Tigidankay Kamara gave an update of the accounting unit which is responsible for the processing of quarterly allocations, preparation of quarterly financial reports, monthly bank reconciliation, payments of all procurement activities and proffer advice to the Director on financial activities when necessary.
Ms Bintu Kamara gave an overview of the Gender Equality and Women’s Empowerment (GEWE) Act 2022, highlighting its importance in creating equal opportunities for women and girls across various sectors in the country, such as education, politics and employment.
In implementing this Act she pointed out that the government has established the Gender Equality and Women Empowerment Commission, conducted capacity building programs and training initiatives to enhance the knowledge and skills of women and girls and also engage in awareness raising and advocacy to eliminate discrimination and raise public awareness of women’s right.
To sum up the induction, Mr Idrissa Koroma, gave a detailed presentation on how MFRs are conducted, Ms Renissa Beckley provided an insight on the various key documents that the organization has developed over the years and finally Mr Albert Williams explained the Operational Framework of all the five departments outlining their targeted activities.
