PSRU Engages National Public Health Agency on MFR Exercise

The Public Sector Reform Unit, PSRU, holds Inception Meeting with the National Public Health Agency on the conduct of Management and Functional Review.

Welcoming the Review team, the Deputy Executive Director, Dr. M A Vandi expressed his appreciation to PSRU, stating that after the Ebola outbreak in 2014 the Ministry of Health thought it fit to establish an entity to cater for preparedness and responsiveness to outbreaks.
This initiative, he stated, has over the years metamorphosed into an Agency.

He revealed that the Agency sought the expertise of PSRU to look at their mode of operations and guide them in the right direction.

The Director of Human Resources Department Dr. Abdul K Mbawa, appealed to PSRU to guide the process so they can show the relevance of the Agency to the government as well as development partners.

The Head of Programs, PSRU, Mr Albert Williams, stated that he is excited to represent PSRU at the inception meeting, as it is their mandate to ensure that government institutions have the right structures and framework to operate effectively.

He further noted that the conduct of the MFR will align structures, by reviewing how the agency has been operating and how best PSRU can help the agency to function effectively.

In his presentation Mr Williams spoke of the objectives of the MFR, which is mainly to look at institutions to see whether they are working effectively, and at the end of the day proffer recommendations to improve productivity and service delivery.

The thematic areas of the MFR will focus on Human Resource Management, Organizational Alignment, Mandate and Functions, Sectorial Coordination and Collaboration, Assets and Equipment Management, Communications and ICT, and Supervisory framework of the agency.

He further stated that the methodology and approaches, of the MFR, includes desk review, qualitative and quantitative research, structured and semi structured interviews, focus group discussion and administering of questionnaires.

Mr Bawoh thank PSRU for their dedication in conducting the MFR and pledge the Agency’s full cooperation in ensuring that PSRU achieve a successful MFR exercise.
