PSRU Holds Inception Meeting With Independent Police Complaint Board for the Conduct of a Management Review

The Public Sector Reform Unit, PSRU, held an Inception meeting with Independent Police Complaint Board of Sierra Leone, IPCB, for the conduct of a Management and Functional Review at their New England office on Thursday 30th January 2025.

Welcoming the PSRU team, the acting Executive Secretary, Mr. Rashid Kabba gave a background about IPCB indicating that the institution is a civilian autonomous police oversight body established by a constitutional instrument for the independent police board regulations which started operations in 2014.

Since its establishment, he stated, the institution has not been subjected to any form of review, noting that upon his appointment he discovered so many lapses in the management structure and thought it fit, together with the management, to reach out to PSRU for the conduct an MFR.

He expressed his delight that PSRU accepted their request and is hopeful to get a fruitful outcome.

The Head of programmes, PSRU, Mr Albert Williams noted that it is their primary mandate to be conducting MFR for MDAs pointing out that IPCB is in dire need of one as the institution has been operating on the basis of the provision of the act; with no opportunity to be evaluated on how the institution should operate in terms of its mandate and core functions.

He mentioned that the IPCB and CDIID in the police force have overlapping functions as both deals with complaints noting that it is one of the key areas that the MFR will delve into in order to avoid duplicity in roles and mandates.

He further stated that ICPB has not been able to maximize its full potential over the years and expressed optimism that the MFR will identify the grey areas within the organisation and proffer recommendations to address them so that the institution will realise its full functionality.

Mr William’s noted that the review team will do comparative analysis with similar institutions in the sub region to gain from their experiences and domesticate it to enable the institution to function efficiently and effectively.

In his power point presentation, the Head of Institutional Reforms, Mr Idissa Koroma, highlighted that the MFRs are consistent with cluster 5 of the Medium Term National Development Plan, which underscores revamping the public sector architecture.

Mr Koroma observed that the objectives of the MFR is to reposition the IPCB to function effectively in line with its mandate.

He explained about the methodology, approaches and the thematic areas that will be covered during the review exercise.

When the review would have been completed, he explained, the document will be presented to the Technical Working Group, for scrutiny before it is submitted to the Steering Committee on Public Sector, Chaired by the Secretary to President, for final approval. The report will be presented to Cabinet afterwards for concurrence, he stated.

He concluded by informing the meeting that the report will come with an implementation framework which will ensure that recommendations that have been proffered are implemented.
