The General Manager of Sierra Leone Housing Corporation, Mr Joseph Munda Sandi, expressed his appreciation to PSRU for the swift response to conduct the MFR.
He informed that the Corporation was set up to assist in the provision and management of housing facilities across Sierra Leone with the aim of reducing the acute housing deficit. However, since its establishment in 1982, the Corporation has only embarked on one major project, which was the construction of seven battalion in Goderich.
Mr Sandi believes the MFR will give him an insight into the Corporation’s current management structure and its flaws and provide the platform to establish an effective team to perform its mandate.
Mr Albert Williams, Chief of Programmes at PSRU, welcomed the team from SALHOC, emphasizing that it is always a pleasure to deliver on its mandate, holistically providing structural alignment and technical backstopping for MDAs.
Mr Williams gave an in-depth presentation on the review process, indicating that the objective of the MFR is to assess the efficiency and effectiveness of SALHOC in line with the Medium Term National Development Plan (MTNDP)
He says the thematic areas of the review includes the organizational structure, Human Resource Management, Mandate and Functions, Sectorial Coordination and Collaboration, Assets and Equipment Management, Communications and ICT Supervisory Framework of SALHOC and it partners agencies.
According to Mr Williams the methodology and approaches that will be used in the review process are desk review, structured and semi structured interviews, focus group discussion, and the administration of questionnaire, amongst others.
Mr Williams assured the team from SALHOC of a thorough and comprehensive report. He mentioned that after the report has been approve, an implementation framework will be developed to ensure that it is executed.
