The Director of Public Sector Reform Unit (PSRU), Mr. Sulaiman Phoray-Musa, has told senior management of the National Protected Area Authority (NPAA), that his institution was created to review systems and processes and align structures with their mandate to ensure the functionality and efficiency of MDAs.
During an inception meeting held at the PSRU for the conduct of a Management and Functional Review (MFR) for NPAA, Mr Phoray-Musa said, PSRU has for the past two decades working tirelessly to create lean structures for MDAs that can stand the test of time while also reducing the burden on the wage bill.
The Director said the essence of an MFR is to drive government priorities and programmes. “Even though we have the mandate to streamline institutions, we can only do so where we have compelling evidence of functional overlaps that can affect the wage bill.” He stated.
“We have collapsed institutions and make them more effective and efficient thereby saving the government of Sierra Leone much needed revenue that can be used for priority development programmes,” he added.
He said the role of PSRU is to create structures for the institution that will enable them deliver on their mandate.The Director said a review team has been constituted to undertake the exercise and they will be engaging staff of NPAA through interviews and focus group discussions to solicit their views on the MFR. Desk reviews and field visits will be conducted as well as the administering of questionnaires.
The Director of Public Sector Delivery Unit in the Office of the Chief Minister, Mr. Cyrus Sheriff said the MFR was instituted because of numerous concerns and complaints from the public regarding their operations. He said the Chief Minister, Dr. David Sengeh, is desirous for the restructuring of the Authority to ensure that staff members are properly placed to do the right job.
The Executive Director, NPAA, Mr. Thomas Fayia Kamara, expressed the Authority’s commitment to cooperate with the review team to ensure that exercise is successful for the good of the institution.
