The Director of Public Sector Reform Unit (PSRU), Mr Sulaiman Phoray-Musa, has officially handed over the Management and Functional Review Report to the Board members of the Independent Commission for Peace and National Cohesion (ICPNC) at a ceremony held at the PSRU conference on Friday 17th January, 2025.
The Director revealed that the ICPNC was set up by the Government of Sierra Leone to meet international benchmark for sustainable peace and national cohesion and that the MFR was geared towards ensuring that ICPNC functions effectively to deliver on its mandate consistent with cluster 5 of the Medium Term National Development Plan (MTDNP), “ Revamping the Public Service Architecture”.
The review, he explained, took about nine months to be completed as extensive engagements were done with critical players within the wider public sector, followed by interviews and focus group discussions of almost all the staff members within the commission.
The report, he explained, incorporated feedback and comments from the Steering Committee on Public Sector, taking into cognizance how the ICPNC will fit into the broader picture of the public service architecture before it was approved by the August body in December 2024.
During his presentation, Mr. Phoray-Musa elaborated on the reasons for conducting the MFR among which are; to enhance productivity and quality service delivery, review the position of ICPNC within the government architecture, align its mandate to national sectorial strategies and policies and to identify duplication of roles and responsibilities for possible cost savings.
He informed the board members and staff that Human Resource Management, Sectorial Coordination and Collaboration, Asset and Equipment Management, Communications and ICT, Supervisory Framework, Mandate and Functions of the Commission were the basis on which the MFR was conducted.
The summary of the findings and recommendations revealed anomalies with regards the methods and processes regarding recruitment of management and junior staff, inadequate accommodation, the functionality of the board, mistrust from stakeholders, lacuna in the commissions Act, and skewed organizational structure.
Recommendations were proffered to address these findings to ensure that the Commission function effectively consistent with its mandate and the MTNDP.
The chairman of the commission Rev. Shodankeh Johnson, expressed his appreciation to the Director and Review team for a professional work, stating that the Commission is eager and committed to implementing the recommendations that have been proffered in the report.
