PSRU, Stakeholders, Dialogue With Mda’s To Fast-Track Implementation Of On-Going Reform

The Public Sector Reform Unit (PSRU) in collaboration with the Human Resource Management Office (HRMO) and the Office of Diaspora Affairs have been holding meetings with Ministries, Departments, and Agencies (MDAs), in an effort to fast track implementation of the on-going public sector reform initiatives.

A total of 14 Ministries have undergone a Management and Functional Reviews (MFRs) with the view to restructuring their organizational structure and improving their work processes so as to enhance service delivery. However, implementation of the recommendations made in the MFRs have been very slow due to a number of constraints not least the issue of capacity in MDA’s. The next phase of the reform agenda, which is a multi-donor funded programme led by Government, will address capacity issues in MDA’s as well as align structures and functions for improved service delivery. It will also enhance the capacity of the HRMO and the Public Service Commission (PSC) as key players in Human Resource Management in the Civil Service. So far, meetings have been held with the Ministries of Agriculture, Forestry and Food Security; Trade and Industry; Mineral Resources; Information and Communication; Health and Sanitation; Education, Youths and Sports; Social Welfare, Gender and Children’s Affairs. The purpose of these meetings is to get MDA’s totally involved in the reform process, so that the process itself is owned and led by functionaries of MDA’s. This approach is one of demand-driven, with participation of all stakeholders in GOSL, Development Partners and Civil Society. These efforts have been described as commendable, as it is the first time in the history of Public Sector Reform in the country that players from all levels have been involved.
