The Annual Work Plan of the UNDP to the value of US$ 600,000 has been signed by Madam Mia Seppo, Country Director UNDP and Dr. Julius Sandy, Director Public Sector Reform Unit, for improved governance, efficient and effective service delivery in the public sector as outlined in the PSRP II, the Agenda for Change.
The overarching objective of the Annual Work Plan is to strengthen and improve capacity in the public sector that will translate efficiency, effectiveness and accountability in the public service in a way that will impact on the people, especially the poor and vulnerable, leading to improved socio-economic development for Sierra Leone.
This support is in recognition of progress made over the years in a number of areas within the new PSR framework.
The 2011 Annual Work Plan will not only build on the gains made in 2010 but will also seek to deliver the following: Enhanced coordination and management of the Public Sector Reform/Civil Service Reform by key institutions; design and roll-out of standardised prescriptive guidance covering assessment and recruitment, job analysis/evaluation; training policy, strategic planning etc.; adoption/design and roll-out of performance management system and introduction of Result Based Management; targeted institutional capacity support covering systems and tools and other re-engineering processes; roll-out of e-government system for seven (7) targeted MDAs and stepped up training for civil servants targeting an additional 150 across all cadres.
The project will be implemented under the overall Public Sector Reform Programme under which the PSRU will continue to spearhead technical coordination while the HRMO will continue to manage the civil service reform component. This will therefore emphasise national ownership, stakeholder engagement and sustainability of capacity building as its key pillars and will seek to broaden partnerships, build synergies and intensify resource mobilisation for achieving the intended reforms.
