I wish to begin by expressing my profound gratitude to His Excellency Dr. (Rtd.) Brigadier Julius Maada Bio, President of the Republic of Sierra Leone, for the confidence reposed in me to serve as Director of the Public Sector Reform Unit (PSRU) under the Office of the President.
I am equally thankful to the leadership of the Public and Civil Service who, in my former acting capacity, provided immense support in driving critical reforms that laid a strong foundation for a more robust, efficient and professional PSRU—an institution now fully equipped to provide strategic and technical leadership in reforming the Public Service of Sierra Leone.
Providing strategic and technical leadership for public sector reform is both a challenge and a privilege. The need for reform within the Public Service must be approached with balance and foresight.
The Public Sector Reform Unit was founded on a shared vision: that reform is a catalyst for national development, backed by strong political will. With a renewed focus on creating a lean, high-performing, and collaborative Public Service that works for all, PSRU remains dedicated to implementing its core mandate—driving structural and strategic alignment of MDAs, developing and reviewing policies, and coordinating cross-sector reform programmes to ensure a professional service that is truly fit for purpose.
As an institution, we share a collective aspiration—to build a better Sierra Leone, one that every citizen can be proud of; a nation anchored on an efficient, professional, and accountable Public Service that serves as the pride of Sierra Leone and a model for others.
Encouragingly, the long-perceived lack of political will that hindered past reforms no longer poses a challenge. The current administration has demonstrated unwavering commitment, as reflected in the Medium-Term National Development Plan (MTNDP 2024–2030), which highlights the “Revamping of the Public Service Architecture” as a national priority.
As PSRU and other reform-focused institutions continue the journey toward professionalising the Public Service, we recognise that the next phase is crucial. I therefore call on our local and international partners to join hands with us in this transformative mission. Together, we can ensure the successful implementation of the Government’s vision to revamp the Public Service architecture—building a system that delivers with excellence, accountability, and pride.
