Overview

The Public Sector Reform Unit (PSRU) plays a central role in steering the modernization of Sierra Leone’s public service. As the Government’s lead institution for reform coordination, technical backstopping and strategic advisory support, PSRU works across Ministries, Departments and Agencies (MDAs) to strengthen governance systems, improve service delivery and promote a professional, efficient and citizen-focused public sector.

Historical Background

In January 2008, the then Governance Reform Secretariat was transformed into the Public Sector Reform Unit (PSRU), charged with the responsibility of providing leadership, coordination and strategic guidance in the design, implementation and monitoring of all Public Sector Reform Programmes. PSRU pursued its objective of strengthening management and administrative structures, systems and processes in the public service, by using a targeted joined-up approach to reform and consolidating the activities within the various reform components into streamlined and organized pathways. PSRU also provides technical backstopping to MDAs and strengthening engagement with the other policy environments within the public service such as Local Government, Security sector, Health sector, Teaching services and Parliament etc.

Organogram

To deliver its mandate effectively, PSRU operates through a structured leadership and reporting system. The Organogram presents the Unit’s leadership hierarchy, functional units and support roles in a clear visual layout.

It reflects PSRU’s commitment to clarity, accountability and coordinated reform delivery.

Management Team

PSRU’s management team consists of experienced professionals who lead key units such as Corporate Services, Institutional Reform, Policy & Research, Communications & IT and Project & Resource Mobilisation. This team drives reform initiatives, ensures policy alignment and supports collaboration across MDAs.

Units

PSRU consists of specialized units that work together to deliver reform programmes like Corporate Services Unit, Institutional Reform Unit, Policy, Research, M&E Unit, Communications & IT Unit & Project & Resource Mobilisation Unit. Each unit contributes to improving efficiency, transparency and accountability across the public service.

Steering Committee on Public Sector Reform (SCPSR)

The Steering Committee on Public Sector Reform, inaugurated on 18 January 2024, provides high-level guidance for reform initiatives. Chaired by the Secretary to the President, and with membership drawn from key governance institutions, it reviews reform priorities, approves MFR recommendations and ensures coordinated action across MDAs and Local Councils.

The Committee serves as the central decision-making platform for identifying challenges, designing solutions and accelerating reforms across the Government of Sierra Leone.
