Units

The Public Sector Reform Unit (PSRU) delivers its mandate through a number of specialized units. Each unit has a clear role and set of responsibilities, but they work closely together to support the overall reform agenda of the Government of Sierra Leone.

Corporate Services Unit

The Corporate Services Unit is the central hub that supports the day-to-day operations of PSRU. With the right staffing and skills mix, it contributes to strategic leadership and institutional performance by ensuring that the organisation runs smoothly, efficiently and in compliance with laws and policies.

  • Managing human capital, including recruitment, selection, performance management, training and employee relations
  • Ensuring compliance with relevant laws, regulations and government directives
  • Providing administrative and logistical support to the Director and all units
  • Managing records, office facilities and workplace safety
  • Supporting financial management, budgeting and procurement processes

The Unit works closely with other PSRU units on cross-cutting functions and collaborates externally on staffing and restructuring processes during Management and Functional Reviews.

Institutional Reform Unit

The Institutional Reform Unit leads the design, development and implementation of public sector reform initiatives. It focuses on strengthening systems, structures and processes across the public service to improve efficiency, transparency and accountability in service delivery.

  • Conducting Management and Functional Reviews (MFRs) in Ministries, Departments and Agencies
  • Analysing institutional frameworks and identifying gaps and areas for improvement
  • Developing and coordinating the implementation of reform recommendations
  • Supporting systems and process reviews and other capacity-building initiatives
  • Providing technical backstopping to MDAs during reform implementation

Through this work, the Unit plays a central role in transforming public institutions and enhancing their performance.

Communications and IT Unit

The Communications and IT Unit supports PSRU by promoting visibility, transparency and public understanding of reform programmes, while also strengthening the use of technology in internal operations.

Communications

  • Developing and implementing PSRU’s communication strategy
  • Managing internal and external communication channels
  • Producing and disseminating press releases, media briefings, newsletters, reform updates and annual reports
  • Coordinating public awareness and engagement campaigns on reform activities

Information Technology / Digitalisation

  • Designing, managing and maintaining PSRU’s website and digital platforms
  • Ensuring regular updates on ongoing and planned reforms
  • Supporting digitalisation of internal processes (e-records, internal communication systems, e-filing etc.)
  • Managing ICT infrastructure (computers, networks, connectivity and software), including security and reliability
  • Providing technical support and troubleshooting for staff
  • Promoting e-governance tools in collaboration with the Directorate of Science, Technology and Innovation (DSTI) and the Ministry of Communication, Technology and Innovation
  • Managing data security, backup systems and ICT policies to safeguard institutional information

Project & Resource Mobilisation Unit

The Project and Resource Mobilisation Unit is responsible for planning, implementing and managing projects and mobilising the resources needed to support PSRU’s strategic objectives.

  • Leading the design and management of reform-related projects
  • Identifying and securing funding and partnership opportunities
  • Coordinating the allocation and efficient use of financial and human resources
  • Ensuring that projects are delivered on time, within budget and in line with expected results

By linking project planning with resource mobilisation, the Unit helps ensure that PSRU has the means to implement its mandate and sustain key reform initiatives.

Policy, Research, Monitoring and Evaluation Unit

The Policy, Research, Monitoring and Evaluation (PRM&E) Unit ensures that public sector reforms are guided by evidence, sound policy and continuous learning. It leads PSRU’s work in policy development, research and performance tracking of reform initiatives.

Policy Development and Implementation

  • Developing and reviewing policies, strategies and frameworks that support PSRU’s mandate
  • Providing technical backstopping to MDAs and other reform environments on policy, research and M&E

Research and Analysis

  • Leading research projects and studies to generate data and evidence for decision-making
  • Analysing trends, reports and stakeholder feedback to identify areas where policy or reform intervention is needed

Monitoring and Evaluation

  • Designing and implementing comprehensive M&E frameworks for public sector reforms and MFR recommendations
  • Tracking outcomes and impact of programmes and producing regular reports with recommendations for improvement

The Unit provides specialist advice across PSRU and to other MDAs, helping to ensure that reforms are effective and results-oriented.
