The Project & Resource Mobilization Unit is responsible for leading the planning, implementation and management of projects and mobilizing the necessary resources to support PSRU’s strategic objectives. This role includes overseeing project management processes, identifying and securing funding opportunities and ensuring the efficient allocation and utilization of resources.

There are 6 members of staff in this unit supporting its assigned activities.

The Policy, Research, Monitoring and Evaluation (PRM&E) Unit plays a central role in ensuring that public sector reform initiatives in Sierra Leone are evidence-based, effectively implemented, and aligned with national development priorities. The Unit is responsible for conducting policy analysis and research to inform decision-making, designing frameworks for monitoring reform activities, and evaluating the impact of interventions across Ministries, Departments, and Agencies (MDAs).

Through continuous data collection, performance tracking, and reporting, the PRM&E Unit at PSRU helps assess the effectiveness, efficiency, and sustainability of reform programmes. It also supports policy formulation, coordinates with stakeholders to ensure coherence across reform efforts, and provides feedback to guide future planning and improvement. Overall, the Unit serves as the backbone for accountability, learning, and strategic direction within the PSRU.

With the right staff and skills-mix in the department, the Corporate Services wing of the Public Sector Reform Unit (PSRU), is the central hub that contributes to strategic leadership and institutional performance, ensuring the smooth, efficient, and complaint operations of the PSRU on a day-to-day basis. It manages all aspect of human capital in line with relevant laws, government directives, and modern-day practices. Specifically, it deals with all people management practices such as recruitment, selection, performance management, training, and employee relations (including employee value proposition & work-life balance), ensuring compliance with relevant laws, regulations and government directives.

It also provides administrative and logistical support, effective records management, and workplace safety, to enable the Director and team to operate optimally and deliver on PSRU’s core mandate, efficiently, transparently, and effectively. However, the department does not work in silo, but collaborates with other departments internally on cross-cutting functions, and externally on staffing and restructuring processes during Management and Functional Review process. 

The Institutional Reform Unit is responsible for leading the design, development and implementation of reform initiatives within the Public Service. This function involves assessing current institutional frameworks, identifying areas for improvement, and driving changes that enhance efficiency, transparency, and accountability in public service delivery.

The Unit is also responsible for the conduct, analysis and implementation of the recommendations of Management and Functional Reviews (MFRs), through systems and process reviews and other capacity building and Public Sector Reform initiatives.

The Communications Unit will provide support to the Public Sector Reform Unit (PSRU), by ensuring that the existing Reform Programmes are implemented in a timely, efficient and effective manner. The unit is also responsible for the development and implementation of PSRU’s Communication Strategy to promote visibility, transparency, and understanding of public sector reforms. It is also responsible for the management of PSRU’s internal and external communications by ensuring consistent messaging across all platforms. The Communications and IT unit is also tasked with the responsibility of producing and disseminating press releases, media briefings, newsletters, reform updates, and annual reports and also coordinate public awareness and engagement campaigns to inform citizens and stakeholders about ongoing and planned reform activities. The Unit will also perform duties within their assigned technical functions as assigned by the Director.

The Communications and IT unit is also responsible for overseeing the design, management, and maintenance of PSRU’s website and digital platforms, ensuring they are regularly updated with current reform information. The unit also support the digitalization of internal processes within the PSRU (e.g., records management, internal communication systems, and e-filing) ensuring that ICT infrastructure (computers, networks, internet connectivity, and software) are functional, secure, and up to date. The unit provides technical support and troubleshooting for PSRU staff in the use of ICT systems and tools, promote the adoption of e-governance tools in collaboration with the Directorate of Science, Technology, and Innovation (DSTI) and the Ministry of Communication, Technology, and Innovation and manage data security, backup systems, and ICT policies to safeguard institutional information.
