Functions of the Institutional Reform Unit

The Institutional Reform Unit (IRU) is responsible for driving, coordinating, and monitoring reforms that strengthen the performance, structure, and effectiveness of Ministries, Departments, and Agencies (MDAs). Its core functions include the following:

Conducting Management and Functional Reviews (MFRs)

Supporting the Implementation of Reform Recommendations

  • Work with MDAs to develop implementation plans for approved MFR recommendations.
  • Provide technical guidance during restructuring processes.
  • Track progress and ensures reforms remain aligned with national development priorities.

Institutional Strengthening and Capacity Development

  • Identifies capacity gaps within MDAs and facilitates interventions to improve:
    • Organizational structures
    • Human resource capacities
    • Administrative systems
  • Supports the development of modern management systems, including performance management and results-based practices.

Coordination of Public Sector Reform Programmes

  • Serves as the central coordinating body for all institutional reform initiatives across government.
  • Aligns reforms with national strategies such as the National Development Plan.
  • Facilitates inter-institutional collaboration to avoid duplication of reform efforts.

Promoting Change Management and Organizational Development

  • Leads change-management processes within MDAs undergoing restructuring.
  • Supports leadership teams in adapting to new systems, structures, and responsibilities.
  • Promotes a culture of continuous improvement across the public service.

Strengthening Governance and Accountability Systems

  • Ensures reforms enhance transparency, accountability, and integrity in MDAs.
  • Works to improve decision-making structures, reporting mechanisms, and internal controls.
  • Supports reforms that enhance compliance with public service rules and regulatory frameworks.
