The Public Sector Reform Unit (PSRU) is led by a dedicated and experienced management team that provides strategic leadership, technical guidance, and operational support to drive public sector reforms across Government Ministries, Departments and Agencies (MDAs). The team combines expertise in governance, institutional reform, human capital management, public finance, communications, ICT, research and project management to ensure that reforms are effective, inclusive and sustainable.

Public Sector Reform Unit (PSRU)

The Director of the Public Sector Reform Unit provides overall leadership and strategic direction for the institution. The role includes coordinating all public sector reform programmes, guiding the work of the various technical units and ensuring that PSRU’s mandate is fully aligned with national development priorities.

The Director works closely with the Office of the President, the Office of the Secretary to Cabinet and Head of the Civil Service, and the Steering Committee on Public Sector Reform to identify reform priorities and oversee the implementation of key initiatives across Ministries, Departments and Agencies (MDAs).

In addition to providing strategic oversight, the Director also represents PSRU in high-level engagements, strengthens collaboration with development partners and drives efforts to build a more professional, accountable and citizen-focused public service.

Renisa Amy Beckley

Head, Corporate Services Unit

Renisa Amy Beckley is a goal-oriented, results-driven and people-focused practitioner with extensive experience in human capital management, finance, procurement and project management. With over 25 years of progressive leadership in both the public and private sectors, she has built a strong reputation for institutional efficiency, strategic planning and operational excellence.

As Head of the Corporate Services Unit, she leads recruitment and selection processes, performance management, staff training and employee relations, while ensuring compliance with relevant laws, regulations and government directives. She also oversees budgeting, financial reporting and transparent procurement practices that guarantee value for money and support PSRU’s reform agenda.

Before joining PSRU in 2016, Renisa worked with Guaranty Trust Bank, the Anti-Corruption Commission, Millicom International, Talisman Energy, Terra Nova Solutions and on a UNFAO project at the Ministry of Fisheries and Marine Resources. She holds a BSc (Hons) in Business Studies from the University of Sierra Leone and an MBA from the University of Cape Coast (Ghana), as well as a securities certificate from the Ghana Stock Exchange.

Her experience in new business setups, policy formulation, strategic plan development and workplace culture, combined with her high standards of integrity and professionalism, continues to strengthen PSRU’s internal systems and institutional performance.

Idrissa Koroma

Head, Institutional Reform Unit

Idrissa Koroma was appointed Head of Institutional Reforms at PSRU in March 2024. He leads the Unit responsible for designing, developing and implementing reform initiatives across the public service, including the conduct, analysis and implementation of Management and Functional Reviews (MFRs).

Prior to his appointment as Head, he served as a Programme Officer within the Institutional Reforms team and as a Senior Monitoring and Evaluation Specialist at the Ministry of Agriculture and Food Security. He also worked as a Senior Banking Officer at the Bank of Sierra Leone from 2000 to 2005.

Idrissa holds a Bachelor of Science degree in Economics from Fourah Bay College, a Diploma in Data Processing and double Master’s degrees in Macro-Economic Policy for Transitional Economies and Poverty & Development from the Universities of Bradford and Manchester in the United Kingdom.

He brings several years of field and managerial experience in research, public sector management, project management, reporting and general administration, and plays a key role in driving reforms that improve efficiency, transparency and accountability within the public service.

Head, Policy, Research, Monitoring & Evaluation Unit

Lamin Tarawally is an economist with more than twelve years of experience in public sector management, policy development, research and monitoring and evaluation. He leads the Policy, Research, Monitoring and Evaluation Unit at PSRU.

He holds a Bachelor’s degree in Economics from the University of Sierra Leone and a Master’s degree in Economics from the University of Toledo in the United States of America. At the start of his career, he worked as a Programme Officer at the Development Assistance Coordination Office (DACO), where he was involved in tracking donor inflows to Sierra Leone.

Lamin later served as a Programme Officer at PSRU with responsibility for driving reform initiatives across the public sector landscape. In his current role, he leads policy formulation, research and the design of monitoring and evaluation frameworks to assess the effectiveness and impact of public sector reforms.

He provides technical support and specialist advice on policy, research and M&E to the leadership of PSRU and to MDAs, helping to ensure that reform decisions are evidence-based and focused on measurable results.

Siaka Wusha-Conteh

Head, Communications & IT Unit

Siaka Wusha-Conteh is the Head of the Communications and IT Unit at PSRU. He has over thirty years of experience as a communication specialist, with a proven track record in crafting and implementing effective communication strategies and fostering positive stakeholder relations.

He has worked in various Ministries, Departments and Agencies and also with the United Nations Integrated Office in Sierra Leone (UNIOSIL), where he provided daily updates to the UN Secretary-General’s Office on the security and governance situation in Sierra Leone.

At PSRU, he leads the development and implementation of the institution’s communication strategy, manages internal and external communications, produces press releases, media briefings, newsletters and reform updates, and oversees the website and digital platforms.

Mr Wusha-Conteh also has extensive knowledge and expertise in ICT policy and networking. He holds a Bachelor of Arts (Hons) in Mass Communication and double Master’s degrees in Mass Communication and Peace and Development Studies from Fourah Bay College and Njala University respectively.

Head, Project & Resource Mobilisation Unit

Morrison Aruna leads the Project and Resource Mobilisation Unit at PSRU. The Unit is responsible for planning, implementing and managing reform-related projects and mobilising the resources needed to achieve PSRU’s strategic objectives.

His work involves identifying and securing funding opportunities, coordinating project management processes and ensuring that financial and human resources are allocated and used efficiently to support reform delivery.

By strengthening project design, implementation and resource mobilisation, he helps to ensure that PSRU’s reform initiatives are sustainable and capable of delivering tangible results for citizens and institutions.

Analysts, Auditor, Accountant & Support Staff

The management team of PSRU is supported by a strong cadre of professional staff, including Principal Analysts (Legal and Financials), the Internal Auditor and the Accountant. These roles provide critical legal, financial, audit and accounting expertise that underpins evidence-based decision-making and sound financial management across all reform activities.

Principal Analysts contribute legal and financial analysis to the design of reform policies, strategies and Management and Functional Review recommendations. The Internal Auditor strengthens internal controls, compliance and risk management, while the Accountant manages financial records, payments and reporting for PSRU’s operations and projects.

In addition, a dedicated team of drivers, generator assistants, office assistants, security staff (day and night) and cleaners provide essential logistical and operational support. Their work ensures that PSRU’s working environment is safe, efficient and fully functional, enabling the management team to focus on delivering public sector reforms.
