The Communications and ICT Unit serves as the PSRU’s engine for public information management, digital transformation support, and strategic visibility. Its core mandate is to manage communication processes, coordinate information flows, and maintain ICT systems that enhance service delivery and strengthen public trust in public sector reforms.

Key Objectives

  1. Increase public engagement and visibility of reform initiatives by 50% annually.
  2. Maintain a fully functional PSRU website with real-time updates.
  3. Establish a digital document management system for all MFRs, policies, and reform documents.
  4. Produce regular communication products—monthly updates, newsletters, press releases, and Reform Hour programmes.
  5. Provide reliable ICT support with a downtime of less than 3%.
  6. Enhance cybersecurity readiness and data protection practices.
  7. Build staff capacity through continuous training in communication and ICT applications.

Communications Functions

Public Information Management
Develops and disseminates accurate information on public sector reforms to citizens, MDAs, development partners and the media.

Visibility and Media Engagement

  • Prepares news items, press releases, feature stories, radio/TV scripts, and social media content.
  • Coordinates interviews, press briefings, and media coverage for reform activities.

Branding and Corporate Communication

Ensures consistent PSRU branding across all platforms and events.

Production of Communication Materials

Designs brochures, newsletters, videos, infographics, reform updates, event reports, success stories, and reform impact profiles.

Stakeholder Engagement and Feedback Management
Engages MDAs, civil society, citizens, and the media to gather feedback on reform interventions.

Content Management for Digital Channels
Oversees the PSRU website, social media platforms, and Reform Hour programmes.

Event Communication Management
Provides communication support for high-level events, workshops, launches, MFR presentations, and steering committee meetings.

ICT Functions

  • Technical Support and Systems Maintenance
    • Provides IT support to staff—including troubleshooting, hardware/software maintenance, and network connectivity.
  • Website and Digital Platforms Management
    • Maintains and updates the official PSRU website and online databases.
  • Data Management and Digital Archiving
    • Ensures secure storage, retrieval, and backup of documents, MFR reports, reform policies, and institutional records.
  • Digital Transformation Support
    • Supports MDAs in implementing e-governance tools aligned with the Government’s public sector reform agenda.
  • Technology Procurement Support
    • Assists with technical specifications for ICT equipment procurement under reform projects.
  • Systems Innovation
    • Suggests and implements modern digital tools to improve internal operations—such as MIS, project dashboards, and automated reporting systems.
