Functions of the Policy, Research, Monitoring & Evaluation Unit

The Policy, Research, Monitoring and Evaluation (PRM&E) Unit provides analytical, coordination, and oversight support to ensure that public sector reforms are evidence-based, well-designed, and effectively implemented. Its functions fall under four core pillars: Policy, Research, Monitoring, and Evaluation.

Policy Development and Coordination

Development of Public Sector Reform Policies

Leads the formulation of public sector reform policies, guidelines, and frameworks.

Ensures that all policies align with national priorities such as the National Development Plan and Cabinet directives.

Policy Analysis and Advisory Services

Conducts critical analysis of existing administrative policies.

Provides policy advice to the Government and MDAs on reforms required to strengthen efficiency, accountability, and service delivery.

Harmonization and Coordination

Ensures coherence and alignment across reform initiatives in different MDAs.

Coordinates with other units and government bodies to harmonize reform-related policies and standards.

Research and Evidence Generation

Conducting Strategic Research

Undertakes research on public administration, institutional development, civil service modernization, and governance reforms.

Studies international best practices and reform models relevant to Sierra Leone.

Data Collection and Analysis

Gathers quantitative and qualitative data from MDAs to support reform planning.

Analyses trends, challenges, and gaps within the public sector to guide decision-making.

Knowledge Management

Develops and maintains a repository of reform research, reports, and analytical studies.

Produces policy briefs, concept notes, and technical papers to support reform initiatives.

Monitoring of Public Sector Reform Implementation

Development of M&E Frameworks

Designs monitoring frameworks, indicators, and tools for tracking the implementation of Management and Functional Review (MFR) recommendations and other reform initiatives.

Establishes reporting templates for MDAs.

Routine Monitoring Activities

Monitors the progress of reform implementation across MDAs through field visits, reporting systems, and stakeholder engagements.

Reports regularly on performance, achievements, challenges, and areas requiring intervention.

Tracking Performance Metrics

Tracks key performance indicators (KPIs) related to institutional performance, human resource reforms, service delivery, and governance systems.

Produces policy briefs, concept notes, and technical papers to support reform initiatives.

Evaluation of Reform Programmes

Conducting Strategic Research

Leads mid-term and end-term evaluations of public sector reform programmes.

Assesses relevance, efficiency, effectiveness, impact, and sustainability of reform interventions.

Impact Assessment

Conducts impact assessments to understand how reforms have improved public sector performance and citizen satisfaction.

Learning and Adaptation

Produces evaluation reports with actionable recommendations.

Facilitates learning sessions to support continuous improvement of reform initiatives.

Reporting and Decision Support

Prepares evidence-based quarterly, annual, and thematic reports for senior government leadership.

Supports Cabinet, the Ministry of Public Administration and Political Affairs, and development partners with analytical insights for informed decision-making.

Ensures that reform progress is documented and communicated effectively.

Stakeholder Engagement and Partnership Development

Engages MDAs, development partners, civil society, and academic institutions in policy and research dialogues.

Coordinates collaborative initiatives that support research, monitoring, or evaluation of public sector reforms.

Ensures stakeholder buy-in and participation in reform processes.

Promoting a Culture of Results-Based Management (RBM)

Mainstreams RBM principles across MDAs.

Provides training and technical support on RBM, data management, reporting, and performance tracking.

Ensures that reform activities are guided by measurable outcomes and clear targets.

Internal Coordination and Support to PSRU Leadership

  • Provides strategic analytical support to the Director of PSRU for planning, resource mobilization, and performance review.
  • Supports the integration of research findings and M&E results into PSRU’s operational priorities.
  • Ensures that all units of PSRU operate based on evidence and performance metrics.
