
Develops and implements a resource mobilization strategy for PSRU.
Identifies funding opportunities from development partners, donor agencies, multilateral institutions, and bilateral cooperation programmes.
Leads engagements to secure financial support, technical assistance, grants, or capacity development support for reform activities.
Prepares briefing notes, investment profiles, and funding pitches for donor consultations.

Establishes and maintains partnerships with donors, international organisations, civil society, and private sector entities supporting public sector reform.
Coordinates the signing and management of Memoranda of Understanding (MoUs), partnership agreements, and cooperation frameworks.
Facilitates dialogue between development partners and government stakeholders to ensure alignment of reform priorities.
Represents PSRU in partner coordination meetings, missions, and programme reviews.

Coordinates implementation of funded reform projects across MDAs, ensuring that activities are delivered within scope, time, and budget.
Supports the development of annual work plans, procurement plans, and activity schedules.
Works closely with technical units to provide guidance on project execution.
Identifies risks and ensures mitigation measures are in place.

Works with the Communications Unit to publicize project achievements and donor-supported reforms.
Ensures visibility guidelines of development partners are followed in all project outputs.
Prepares success stories, fact sheets, and communication content for reform advocacy

Advises the Director of PSRU on funding trends, emerging donor interests, and strategic opportunities for mobilizing resources.
Provides briefings for leadership engagements, missions, and high-level reform discussions.
Supports the integration of project and funding priorities into PSRU strategic planning.
