PSRU engages the International Director of Civil Service College in the UK

Freetown, 2nd October, 2025: The Director of the Public Sector Reform Unit (PSRU), Mr Sulaiman Phoray-Musa, met with the International Director of the Civil Service College in London, Denise Smart, as part of a series of engagements with the leadership of the Civil Service of Sierra Leone. During a meeting at the PSRU office on Wesley Street, Ms. Smart gave an overview of the establishment and growth of the Civil Service College, highlighting its 14 years of dedicated service as a trusted partner to both domestic and international public sector professionals. She noted that the college delivers a wide range of training and workshops covering accountability, governance, leadership development, financial management, project management, and personal development. Additional courses include specialized workshops in Human Resources, good governance communications, justice and the legal sector, as well as recently introduced programs in management and functional review. In his statement, the Director of PSRU, Mr. Sulaiman Phoray-Musa, emphasized that capacity building lies at the heart of reforming and modernizing Sierra Leone’s civil service. He stressed that a strong and capable public sector workforce is vital for effective service delivery, improved governance, and sustainable national development. Investing in continuous training, professional development, and knowledge exchange, he noted, will not only enhance individual skills but also strengthen institutions, by ensuring that
the civil service can meet both current and future challenges with competence and innovation. The Minister of Public Administration and Political Affairs, the Head of Civil Service, the Director General of Human Resource Management, and the Chairman of the Public Service Commission all echoed the importance of prioritizing capacity building as a cornerstone of national development. They agreed that strengthening and upgrading Sierra Leone’s Civil Service College into a Civil Service Academy is an ambitious yet essential task, that requires support in terms of architectural development, qualified trainers, and strategic partnerships. Ms. Smart’s visit, showcases the myriad of programs available at the Civil Service College, as it underscores the opportunities for collaboration and learning that can help transform Sierra Leone’s civil service into a more dynamic, professional, and future-ready institution.
