Sierra Leone to Sign MoU with UK Civil Service Training College to Strengthen Public Service Delivery

London, UK – 27th October 2025 – In a strategic move to strengthen public service delivery in Sierra Leone, the Minister of Public Administration and Political Affairs, Mr. Amara Kallon, is leading a high-level government delegation to the United Kingdom for the signing of a landmark Memorandum of Understanding (MoU) with the UK Civil Service Training College.
The delegation comprises key public sector leaders, including Mr. Kalilu O. Bah, Chairman of the Public Service Commission, Mr. Prince E.O. Cole, Head of the Civil Service and Secretary to Cabinet and Mr. Sulaiman Phoray-Musa, Director of the Public Sector Reform Unit (PSRU), Office of the President.

The MoU marks a major milestone in the Government of Sierra Leone’s reform agenda, paving the way for the transformation of the Civil Service Training College into a Public Service Academy. This initiative aligns with the objectives of the Medium-Term National Development Plan, which prioritizes building a competent, professional, and future-ready public service workforce.
The envisioned Public Service Academy will enhance capacity-building initiatives, introduce modern training methodologies, and promote international collaboration to improve governance efficiency and service delivery across ministries, departments, and agencies.

According to government officials, the partnership with the UK Civil Service Training College represents a critical step towards adopting global best practices in public sector leadership, management, and professionalism.

Further details will be shared following the formal signing ceremony.
